Analysis of the phenomenon of cross-border higher education with emphasis on quality assurance (full text in Greek)

Abstract

The objective of this paper is to analyze the phenomenon of cross-border higher education with emphasis on quality assurance. Cross-border higher education is one of the dimensions of the internationalization of higher education, a phenomenon that includes a variety of higher education issues. Interest in internationalization, particularly in cross-border higher education, has increased over the last decade, demonstrating the need for developing quality assurance systems. It is therefore necessary to check the quality of the programs offered and the services provided. To address possible problems, guidelines have been issued by UNESCO. The purpose of the guidelines is to promote international cooperation and make the importance of quality in cross-border higher education understood. In 2015, the OECD published the results of a survey conducted on the degree of implementation of the guidelines for each of the actors involved in cross-border higher education.According to the results, the majority of those involved comply fairly well with the UNESCO guidelines, however, a lot of effort is still required either by specific countries or by those involved in this process. The existence of the guidelines appears to be necessary as does control over their implementation.
